Answer
You will have this error (CTP3) if you have installed a custom cultures locales. A workaround is uninstall that custom culture locale. You can see how to that here: http://blogs.msdn.com/shawnste/archive/2009/05/14/cheating-to-uninstall-custom-cultures-locales.aspx
